EU - "More efficient" to keep iPod grab a secret

Did you know not only is the EU passing this insane treaty to grab our iPods. They don't feel they need they have to tell us about it. In a statement from the EU on the treaty they say

"For reasons of efficiency, it is only natural that intergovernmental negotiations dealing with issues that have an economic impact, do not take place in public"

In other words it is more "efficient" to keep people in the dark about something that affects them. It is "only natural" to exclude them from the decision making process
